Claims against Chinese Government.
I regret delay in replying and agree you should settle claims referred to in your para. 2 on best terms obtainable.

Grateful if you would take occasion to point out that there are outstanding claims both by H..G. against China and vice versa; should Kwok be ready to discuss these, you should suggest that claims by H..G. amounting to £198,584 of which details follow by saving (most important item is that referred to in your para. 3) should be accepted by Chinese Government and set against claima in respect of requisitioned railway materials which War office have offered to settle for £185,847 (sec para. 4 of my Saving No. 235).
